Canada has recently proposed new rules that will require digital platforms to take down online content showcasing the sexual exploitation of children or intimate images without the consent of those involved.
Building on Previous Measures
These regulations mark the third phase in Canada’s efforts to regulate digital platforms. Previous measures have focused on increasing Canadian content on streaming platforms like Netflix and aiding Canadian news outlets in funding their operations.
Following Global Examples
Canada’s new rules are inspired by similar regulations in the European Union, the U.K., and Australia. The proposed measures will apply to social media platforms, adult entertainment websites allowing user-generated content, and live-streaming services.
Tightening Regulations on Social Media Content in Canada
Cracking Down on Harmful Content
Canadian officials have announced plans to introduce new regulations aimed at swiftly removing specific types of harmful content from popular social media platforms. These services will be tasked with expeditiously taking down content that sexually exploits children or abuse survivors, as well as intimate content shared without an individual’s consent. This includes addressing issues such as revenge porn, where intimate images are circulated without permission, often following the end of a relationship.
Focusing on Popular Platforms
According to a recent power-point presentation by Canadian officials, the regulations are designed to target social-media services that are widely used by Canadians. Notably, private and encrypted messaging services will be exempt from these proposed rules.
Responsibilities of Platforms
Under the new regulations, platforms will be responsible for ensuring that harmful material is not published on their platforms. If such content is identified, platforms must promptly take it down upon notification. Furthermore, Canada plans to establish a Digital Safety Commission, a new agency tasked with enforcing these rules, directing the removal of harmful content, and ensuring that digital services are held accountable for their actions.
Balancing Freedom of Expression
Canadian Prime Minister Justin Trudeau emphasized that these measures aim to strike a balance between addressing harmful and objectionable content while safeguarding Canadians’ freedom of expression. The proposed regulations signal a proactive approach toward ensuring a safer online environment for all users.
Our Commitment to Protecting Children
Prime Minister Trudeau emphasized our dedication to safeguarding children, highlighting the collaborative efforts with community groups, advocates, and individuals from diverse backgrounds.
